Having read Ambassador Taylor’s reports, Johnson had been expecting a request for more troops. McNamara argued that there wasn’t much of a choice in the matter if the president wanted to save South Vietnam. Johnson said, “I want to do enough, but not too much. I doubt this will be the last request for more troops. We need to meter things out, so our generals understand it’s not an open bank vault where they can get whatever they want, whenever they want. They have to keep their requests within reason.”

“I don’t think General Westmoreland is crying wolf, Mr. President,” said McNamara. “You’ve read the same reports I have. The South is falling faster than we imagined. If the Viet Cong take over the government, it’s over. We will have no choice but to withdraw.”

“We could still fight them.”

“Mr. President, I don’t doubt your sincerity, but how would that look to the world? We have other interests that need international support. I don’t think we want to make this our last stand if we can help it.”

“I suppose you’re right, Bob. This is gonna be a bloody war and a lot of that blood is gonna come from our boys.”

“Yes, Mr. President. But it can’t be helped. We’ve got to stand by our ally even if they won’t stand for themselves.”

“I wanna think about it, Bob. Two full divisions are a really big deal and one Helluva commitment.”

“I understand, Mr. President. But there isn’t much time if we hope to salvage what’s left of the South.”

“I know, Bob. Give me until tomorrow morning to think about it.”

“Of course, Mr. President.”
